City's financial help for Rush paying off?

Last week the Rapid City Rush hockey team announced an ownership shakeup with two local minority stakeholders bowing out. In their place steps Jeff Dickerson and T.J. Puchyr of Spire Sports Entertainment and the possibility of moving the Rush off thin financial ice.
