RAPID CITY, S.D. (KOTA TV) - Now that the South Dakota attorney general released an explanation, petitions can be circulated to put sports betting on the 2020 ballot.
The explanation will be on the petitions circulated by the sponsors of the amendment: Initiated Constitutional Amendment Authorizing the Legislature to Allow Sports Wagering in Deadwood.
South Dakota’s constitution has to be amended in order for Deadwood to add sports betting. Currently, only roulette, keno, craps, limited card games and slot machines are allowed.
In the AG’s explanation, it is stated that any gaming allowed by the Legislature in Deadwood would also be allowed at on-reservation tribal casinos.
Amendment sponsors have until November 2019 to gather enough registered voter signatures to get the issue on the November 2020 ballot.
Amendments and measures need five percent of the total vote for the governor (which was 339,154) in the last election. Petitioners have to gather 16,958 signatures.
Currently, there are five potential 2020 ballot questions. Besides sports betting, there are constitutional amendments to legalize cannabis, define crime and to allow people to buy, sell or rent any property or service (see related link for details for details). There also is an initiated amendment on election reform.
