Blizzard misses but ice freezes Rapid City


Rapid City dodged the blizzard bullet but that's not much of consolation when roads are sheets of ice and that wind continues to howl.

Still, three inches of snow for Rapid City is a lot better than earlier estimates of four to eight inches.  The storm, according to KOTA TV meteorologist Barrett Phillips, "didn't get its act together until it pretty much got east of Rapid City.  The brunt," Phillips continued, "will be between Kadoka and Pierre with widespread accumulations of six inches, isolated up to 12."

The blizzard warning is still in effect for most west river counties; except Rapid City itself is out of the blizzard warning.
