Committee reaches compromise on texting while driving ban

       PIERRE, S.D. (AP) _ A panel of South Dakota lawmakers has recommended a compromise measure that would ban texting while driving statewide.
 
       The measure was thought to be dead Tuesday when a negotiating committee of House and Senate members could not reach agreement.
 
       But a new negotiating committee has endorsed a measure that would make texting behind the wheel a petty offense carrying a $100 penalty. It would be a secondary offense, meaning a law officer could ticket someone for a texting violation only after first stopping that driver for another traffic offense.
 
       The compromise would not prohibit local governments from having texting bans that are stricter than the state law.
 
       The House and Senate are expected to vote on the proposal Thursday afternoon.
