Letter from developer to Rapid City Mayor: stop contacting our financial backers

Rapid City Mayor Sam Kooiker says Dream Design, the company behind the President's Plaza project downtown wants him to stop talking to potential funding sources directly.

Kooiker is calling it a gag order.

But Hani Shafai, the president of Dream Design says a company attorney sent a letter asking the mayor to stop going to Dream Design's funding sources asking them questions about funding. Shafai says the mayor could come to Dream Design with his questions.

"The Mayor says he is in support of the project. Unfortunately his actions are in the contrary, writing memos that speak negatively about the project," said Shafai.

Mayor Kooiker says he supports the plan but thinks transparency is also important.

"Basically what President's Plaza is saying is give us the public funding and don't ask any questions," said Kooiker.

The letter came to light when it was placed on the city council's legal and finance committee agenda for next week.
