Some Spearfish Valley residents do not want the city to annex 660 acres, so they are gathering signatures to put it to a public vote.
The annexation would affect about 1600 people. City officials said Spearfish provides fire and police services to the area, and homeowners should be paying their fair share.
People involved with the group Concerned Citizens of Spearfish Valley said they didn't ask for those services.
"We have everything we need out here. We've paid for our own water systems, we've paid for our own sewer systems, we've put our own streets in and there's no advantage to being in the city," said Jim Lee, President of Concerned Citizens of Spearfish Valley.
The group has until the end of October to get more than 300 signatures. Then it would be put to a vote that would happen in December.
