Posted:

Three people are in custody on felony drug charges, after a traffic stop alerted law
enforcement to local drug activity.

Just before 2 a.m. on Feb. 4, a Rapid City Police officer conducted a traffic stop near the intersection of Anamosa and Milwaukee Streets. The officer found drug paraphernalia inside the vehicle, which tested positive for cocaine. The Unified Narcotics Enforcement Team (UNET) responded, and collected evidence to perform several search warrants in the
city.

The Rapid City/Pennington County Special Response Team assisted in conducting search warrants at residences at 722 5th Street and 2023 Fremont Street, Freedom Ink Tattoo at
428 Quincy Street, and a motel room on Tower Road. During the investigation, UNET seized more than $56,000 in cash, as well as 14 guns, methamphetamine, and marijuana.

Those arrested include:

*         Zachary Smith-Cline, 31 of Rapid City, arrested for unauthorized possession of a controlled substance, possession of a controlled substance with intent to distribute, possession of marijuana (more than 1 pound, less than 10 pounds), possession of marijuana with intent to distribute, and two warrants for failure to appear at a hearing.

*         Sara Smith-Cline, 32 of Rapid City, arrested for unauthorized possession of a controlled substance, possession of a controlled substance with intent to distribute, possession of marijuana (more than 1 pound, less than 10 pounds), and possession of marijuana with intent to distribute.

*         David Marshall, 36 of Rapid City, arrested for unauthorized possession of a controlled substance, possession of marijuana, and possession of marijuana with intent to distribute.

*         Whitney Pavich, 25 of Box Elder, arrested for possession of marijuana.

A counterfeit money lab and counterfeit bills were also discovered, and related charges are pending. The United States Secret Service has been notified of the counterfeit investigation.

UNET is a multi-agency drug task force, operated as part of the South Dakota Division of Criminal Investigations. This joint investigation was conducted by the Rapid City Police
Department, Pennington County Sheriff's Office, and South Dakota Division of Criminal Investigations. The team's primary focus is investigating drug-related crimes in Pennington, Fall River, Custer, and Meade counties.
