Rapid City considers drainage utility to pay for upkeep

Rapid city property owners might soon find an extra charge on their city utility bills. But proponents of the change say the revenue would have a specific purpose.
 
Public works director Terry Wolterstorff told Council Aldermen Tuesday the city can't afford upkeep on drainage systems with current tax revenues.

Now the city is considering a drainage utility fee to be used only for drain maintenance and capital improvement projects.

The fees would range from $6 to $26 a year for average residential properties, $90 to $400 a year for commercial properties, and $82 to $360 a year for industrial.

They'll be able to narrow those ranges down a bit, but for now, there are still questions.
 
"What's fair?" asked Alderman Ritchie Nordstrom of Ward 2. "What is fair for the people up on top of the hill versus the people on the bottom of the drainage or near a drainage area? So what's fair for everybody?"
 
The public works committee approved a measure Tuesday allowing the city to draft an ordinance and fee structure.
