Billboard company appeals sign code

As the ink dries on Rapid City's new sign code, a billboard company files an appeal to existing sign laws.

Epic Outdoor Advertising wants to convert a static billboard on Elk Vale Road into a digital billboard. That means appealing the initiated measures that ban all new digital billboards.

If the company is successful in its appeal, it would be "grand fathered in" before the new sign code takes effect July 20th.

In an e-mail, Lisa Modrick with Scenic Rapid City said the move challenges the initiated measures passed by public vote.

In another e-mail, Brendan Casey with Epic Outdoor Advertising said there are significant legal issues with the new sign code, and his company will be exploring its rights under state and federal law.
