Rapid City billboard debate continues on

Rapid City Council members hope to soon address on and off premise signs once and for all. After waffling on the billboard issue for almost 9 months the Legal and Finance Committee voted Wednesday to meet later this month to settle the debate.

The main issue: on–premise signs being used for advertising. There's also another snag. While some council members want on- premise and off-premise signs separated into two issues, City Attorney Joel Landeen says that's not possible because those issues were written to be approved together. But some argue that it's similar to comparing apples to oranges.

"On and off premise sign code needs to be separated," said Debra Jensing, President of the Mt. Rushmore Road Group. "If you separate it, it's good but they are very different animals."

But Brendan Casey with Epic Outdoor Advertising opposes the idea. "It's gotten to the point that we're trampling the law and the individual business owner's rights," said Casey.

The sign issue will be revisited during a special city council meeting on May 14 at 6:30 p.m.
