Main Street Square Executive Director Megan Karbowski says the development's final two businesses should be operational in the next two weeks.
The Spanish tapas restaurant Manchego and bakery-bistro Dakota Thyme round out a list of 13 businesses including an ice skating rink that occupy the new development.
Karbowski says around 10,000 people have gone skating since the rink opened on Thanksgiving, and she hopes more development downtown helps boost traffic.
"I hope that is continues and we'll have to adapt to increase different demographics to come downtown, but, I hope that we'll continue to have the same success that we are," Karbowski said.
Just a block away on St. Joseph Street, construction is scheduled to begin in June on a $45 million 16 story retail, residential, and office complex.
The project, named Presidents Plaza is expected to take around 20 months to complete, and Project Partner Hani Shafai says it should create around 300 permanent jobs downtown.
"There will be quite a few jobs generated and there will be a lot of sales tax created within the community, you know, and hopefully that will trickle in the entire downtown," Shafai said.
Shafai says the Presidents Plaza Complex will also include a hotel and conference center.
