Senator John Thune gets his way when it comes to the 'cow tax.'
The Interior Spending Bill will prevent the environmental protection agency from taxing livestock emissions.
The cow tax would have cost South Dakota ranchers more than $360 million.
However, while Thune said he's happy EPA can't tax ranchers for livestock emissions, he still said the Interior and Environment Appropriations Bill is too costly.
In the bill there are also $2 billion allocated to the Bureau of Indian Affairs program and nearly $4 billion for the Indian Health Service.
